Algorithm or similar for generating Sudoku puzzles?

As part of a charity fundraiser at work we need to create some fiendish Sudoku puzzles. Short of lifting them from the papers is there an algorithm around to create them?

I know solvers are out there, but to be frank this is for charity so if anyone cheats, we still get the moola for the needy.

Before I gave up I used to use Yahoo's one

Just choose the level of difficulty then refresh for a different one
