In which case it is likely to be charged thus; Xpence/Litre + an ad valorem amount of 5% of the base price then adding the temporary VAT rate of 20%.
Air stored under pressure, such as that within a tyre, air bed, football etc will be charged as above * PSI.
So a football containing 10L of air at 15PSI with a base cost of 5p/litre would cost;
£0.05 * 15L = £0.75
£0.75 + ad valorem @ 5% = £0.7875
£0.7875 + VAT @ 20% = £0.945

they shouldn't release personal identifiable information such as their name or contact details to strangers when all you have is their reg and no legitimate reason for contacting them. In the eyes of the law "I want to tell them to move their car" wouldn't be a legitimate a reason.
You could however maybe ask them to give him a message on your behalf however, though I doubt they'd oblige.
If you read what I wrote I did say that the hire company could contact them. If they're parked in a spot that they're not allowed to be parked in I'd like to think that they'd be cooperative
