i have found (on a popular auctioning site) a seagate scsi15K rpm 18 gig hdd with an adaptec 19160 controller card AND cable for £31
is this a good deal?

If it's all there and all works then yes, it's a good deal. The card alone is £140+vat from here.
A 15Krpm Cheetah will beat a raptor apart in terms of seek time and assuming you don't have a huge amount of other traffic on your PCI bus then the transfer rate is going to be good. 18Gb ain't huge but it's plenty for an OS & apps drive.
The only downside is that Cheetahs ain't quiet!
