Amazon Echo help - RE: Messaging (Phone Number)

BACKGROUND
I have an Amazon account and an Echo - Mine is all setup fine.
I bought my Mother an Echo for Christmas to have at her house.
I registered my Mothers Echo at her house, through the Alexa app on my Amazon Account and entered her phone number.

After realising this was a mistake - I re-set her Echo, set her up her own Amazon account and re-activated the Echo. I then went to enter her phone number again, put in the code that was text to her and the app tells me that "this number is already registered to another device"

After 90 minutes on the phone to the Echo team, 9 attempts to register the phone number; they tell me that they "Don't know as I have unregistered the number"

I thought I would leave it for a bit to see if the Echo needed time to see from the Cloud that the number was no longer registered - 24 Hours later and the problem still persists.

Any Echo knowledgeable people around here that can help?
 
To reset your Echo device:

  1. Use a paper clip (or similar tool) to press and hold the Reset button. You can find the Resetbutton at the base of your device. After you press and hold the Reset button, the light ring on your Echo device turns orange, and then blue.
  2. Wait for the light ring to turn off and on again. The light ring then turns orange, and your device enters setup mode.
  3. Open the Alexa app to connect your device to a Wi-Fi network and register it to your Amazon account.
I assume you've tried these?
 
I "tested" my wife's echo before Christmas using my own mobile/alexa app then simply deregistered it and set it up on her app instead. Worked fine..
