Amazon Prime "4k UHD" only 1080p HDR?

how do they do that exactly when using 1080p streams?
also ps4 and xb1 don't have a lot of native 4k games and they usually sacrifice fps to 30 to reach it. i use a ps4 pro on my 4k tv and i've used it on a 3k tv too and very little difference in terms of clarity.
