Unless your room temp is 14 degrees or lower, I'd say theres a temp monitoring issue.

Water cooling can have great effects don't be surprised.

Even under water at normal room temperature it wouldn't be as low as this, unless its outside in a garage or a very cold room. What is the temperature in the BIOS? Perhaps try another temperature monitoring programme like Open HWMontior. Is is at stock speed also?

Open HWMontior is showing the same temps.

that is probably only a few degrees over ambient temp (unless your house is freezing :)) so it's probably right, what are the load temps like ?

my phenom 2 555 runs at the same sort of temps, 29C idle and 55C load with stock cooler its overclocked to 3.8ghz. These temps are when all 4 cores are not unlocked
