AMD hdmi scaling question

Since I updated my amd drivers + windows 10 my desktop is missing an inch around the edge of the screen and the only way to fix this seems to be setting hdmi scaling to 5%, what I want to know is this the right solution to the problem and will this effect picture quality or input lag?

Also the setting for gpu scaling do I set that on or off? fyi I have been using on

The setting for scaling mode do I have that set to fullpanel,preserve aspect ratio or centre? fyi I have been using full panel.

wanted to make sure I'm doing this right and wondered what causing this. thanks
 
The scaling is to cater for TV "overscan" modes. Best match for PC use is to set the TV to "1:1" mode, often called screen fit or full screen depending on who made the TV. This means it doesn't use overscan. Then you set scaling in windows drivers to 0% and all should be pixel perfect.

GPU scaling mode depends on preference. Full screen mode can stretch out the picture and look odd. Keep aspect ratio mode keeps things nicely proportioned but can leave black bars at the sides if scaling a 4:3 picture on a 16:9 or higher screen. Centre means just that - keep things centred on screen, and usually means it' doesn't do scaling. So a 800x600 screen for example would be a small box in the centre of a 1920x1080 monitor.

Personally I would use "keep aspect ratio".
 
Oh thanks guys I fixed it now.

I had 16:9 overscan mode on my tv switched on for watching movies didn't realise it was that messing up my windows.
