Their 7990/295x2 blocks do have active VRM cooling, it's just that I found a big difference between cores compared to my EK or Aquacomputer blocks.
Not sure if they've made any significant changes for this model, but I don't think I'd go there again.

They don't mention anything about individual core temps though. Still, I don't think you'd have any probs.
I wouldn't advise apaches on a rad either, have 8 doing p/p on a 480 Sr-1 which is cooling my gpus, regularly approach 50c on the cards at stock, the fans simply aren't fast enough. Vipers on the other hand (faster akasa s-flow fans) do a good job but can be a bit noisy at full tilt. I believe the piranhas are the best of the bunch for akasa and rad cooling.
With the 295x rad I'd stump up on a pair of those 3000rpm noctuas and stick them on a controller...silly amounts of static pressure.
So its not worth getting this card unless you custom cool it ??

Are you sure the issue is with he fans and not elsewhere? That sounds really odd as ~60CFM and ~5+ mm-H20 should be more than fine for a low FPI rad designed specifically for low speed fans. The SR1 was designed to be optimum with a single set of ~1300RPM fans, PP should get the most possible out of it, if your getting issues then perhaps you don't have enough rad space or flow rate /shrug.
