Has AMD replaced cool and quiet? Wondering as my OC does not act like speedstep, my temps are still cool as a cucumber but still rather everything downclocked when merely surfing the net etc.

Does not exist in my bios. Just have global states that does nothing.Cool and quiet should still work though shouldn't it? Unless it got turned off when you OC'd.
I'll have a look.Apparently on Asrock boards it's called PSS instead, under advanced / CPU Configuration. If that is enabled it should be downclocking. Have you tried ryzen master? It's probably the most accurate for reading clock speeds.
Could try I guess, never really got my head round using offsets.i thought it was using offset mode which lowered volts ?

If you're using the Ryzen balanced power plan it won't let it clock down that far...
