AMD Turion Problem

The processor in my new lappy seems to be playing up, its a 1.6 turion 64 but the lappy seems to lag an freeze up a lot, when i right click on my computer, then properties its shows the processors as 700mhz, shows the same in everest home, and in cpu-z it shows 700mhz but randomly goes to 1.7ghz for a split second.

Any ideas why its doing this?

its power saving, without great need for top mhz it will slow it down to save power, run a stress test and u will see it go back to its normal speed
