So with Nvidia I usually use Adaptive V-Sync, Does AMD have anything like that ? I can only find either on or off in the CCC

Its coming, probably in the next Driver update

I'm sure it's already enabled in the omega driver.

FreeSync

It’s been quite a while since AMD announced its Project FreeSync, and since then a lot has happened. Now, the company is officially launching it, as it is included in the Catalyst Omega driver release. Monitors aren’t available yet, though we expect to start seeing those sometime Q1 2015.

The only options it has are on, Off and off/on unless the app specifies.

I mean adaptive like Nvidias drivers has built in, It's different to Freesync/G-Sync.

No adaptive and that v-sync setting in the drivers only works for OGL, it's not worked for D3D in years despite many complaints from gamers. If a D3D game has no v-sync option in-game then the only way to force v-sync on AMD is unsurprisingly via 3rd party software.
