Android 2.2+ can use the Global Address Book through the mail client if it helps. Contacts are synced through the exchange sync system too although you can import via contacts.google.com

if you add a contact to gmail it automatically shows up in your contacts anyway assuming you have Google sync running? there's a tool for syncing exchange to gmail IIRC but I haven't used it.
I've a problem I think I can slip in here:
I have set my phone so that it only shows 'saved contacts + with phone numbers' in the contacts list and this is fine when calling people, but when starting a message and clicking 'contacts' I get a massive list of people who aren't saved as real gmail contacts
