annoying fps type problem

this has been happening since I can last remember and is hard to explain.

This is what happens in for example playerunknowns battlegrounds:

I get 70-80fps -measured with fraps, and nvidia geforce overlay
but the game will alter between looking like 70fps, and going really strange
that strange bieng when i turn my mouse there is a huge ghost image of every object and feels like 25fps and the fps does not change, it doesn't depend on where i am so inside outisde or even looking at the ground it happens, but it is like that more than it is like smooth, and the game keeps altering between the 2 the second being a smooth 80fps where i move my mouse and everything is fine, I really don't know what this is called or whats causing it.

I had a thread before about this and its nothing to do with my temps
this happens in loads of games, but not EVERY GAME.
these are a few incase there is a trend:
battlegrounds
rust
fallout4
arma3
ark survival evolved
neir automata
mafia 3

heres a few games where it doesnt happen:

csgo
hitman
witcher3
mad max
dishonored 2
sniper elite 4

my issue has never happened is those games, but always happens in the others, i seriously dont understand whats causing this problem and its annoying since it cost a lot for me to get this computer and im not experiencing the high framerates. I really dont want to have to reinstall windows

Use Display Driver Uninstaller to throughly clean out your GPU drivers then re-install GPU drivers and see what happens still having problems try another monitor cable.

If no joy try reseating the GPU making sure its all the way down if that fails try another GPU.

I tried reinstalling the drivers and what do you mean by reseating the gpu?
I haven't tried the cable though i will try that
 
unfortunatly the new cable didnt work and ive actually just found out that i get the problem on desktop too, when i scroll up and down on a webpage it alters between looking smooth and looking jaggery
 
install msi afterburner and check the fps graph. It will give you a good idea whats going on in the background when its happening
