Sorry, ya I have to replace my router (Linksys WRT160Nv3) wireless drops & DD-WRT doesn't support the new router. Kind of makes me sad, but the price was good $10.50 it was the deal of the day.
 
Hide any illegal software you own, call the police and explain to them what he is doing and that he is downloading pirated software/films/music, if they don't sound interested explain you have strong reason to believe he's also downloading and uploading child porn.

The police will come round break his door down and take all his computers away, your problem is solved, if he blames you deny all involvement

The bottom line is you're paying for a service you can't use properly as someone's taking advantage.

Tell him to sort the downloading out to sensible times/limit bandwidth or get his own line and be done with it.
 
get a big old bucket of water and chuck it on his pc saying "water cooling"

Make a legtrap outside his door so he gets caught, then check his pc out.

if that fails call the police on him for torrenting.

If you're 20meg or less wrt54gl + tomato.

If you're above (50 meg) RT-N16 with tomato.

If you're cheap feed his cat5 into a shredder :)

Newsgroups + tomato qos is the way forward, mostly because you can't block torrents unless you use dpi at home :D Although in fairness, if I'd exhausted all diplomatic options and a flatmate still had zero respect for polite, reasonable requests I'd just yank the plug for a couple days. Partly to make him realise I'm serious, partly to give me time to install the tomato router I should have bought originally :)

Teach him about newsgroups i.e. usenet, seriously.
 
i would just call the cops... sounds harsh i know... why should 1 person get things for free the rest of us pay for. which we save up and buy with out hard earned cash.
 
Download a letter template from the net warning of criminal charges against someone illegally downloading, change the name to yours, slot it under his door, THEN pull out his internet, that way you have more reason for doing it :)

Oh and also, lol at your opening line about England, so, so true :p
 
Just enable mac filtering in the router, add the devices you want, anything else will be blocked ;)

If you are serious about your gaming, maybe look into a cheap ADSL isp to run alongside the VM connection. As you will be able to download on the cable line you could get something very basic like ADSL Max (up to 8mbit) with a low usage cap.

Personally if I went back to living in a shared house I'd get my own dedicated connection if possible, unless maybe some kind of supreme QoS was available.
 
tbh hangtime for that he's gonna need another phone line, thats like 150 quid plus to install!
plus activation so thats another £50.
plus a router.

all so he doesn't have to use a connection HE'S PAYING FOR!

Can do advanced quality of service and bandwidth settings, by Port, IP or Layer7 (application packet scanning, so it doesn't matter what port he uses, you can limit his torrent packets) The reverse is also true in that you can just set your game packets to highest priority.
