Edit: Use print screen to take a screen capture and upload it to an image sharing site and link that way or you can get a tool like Murray has that set's it up in a nice format, I don't have the address for it, Murray might be able to help with that

That H67 would be what I'd use as a minimum and the onboard graphics won't be great, will be able to get away with very light gaming at a reasonable resolution on the 23" monitor, if it's anything more intensive then low settings and might struggle a bit still. Onboard graphics is more than enough for anything else like browsing or media viewing/playing so depends on what "light gaming" would include.

*EDIT* Having a look the only major difference between the H61 and H67 I can see is USB 3.0 and SATA III support so depends if he would ever use these in the future, I would prefer the options but £15 might be a bit much for them if not needed.

An AMD build would be more budget friendly, but if they want to upgrade possibly to IB when its out, an i3 SB build will be the better choice :).

Specced this though for an i3 build.

Before you ask, i chose the base i3 SB - i3-2100 @ 3.1GHz.

for the sake of £9, i don't think you'd need the extra 0.2GHz so....

Also i specced a 430 as it will allow you to play some games in low detail, like CSS or something, but either way with everything "all-in" at £500 budget, i think £580 would be more reasonable which would get you a 5770 to play all games on the market, with Bad Company 2 at moderate/medium settings and decent FPS.

Cheers mate some good options there, The guy I was building for has now joined OCUK on my recommendation, Chances are his budget may grow after being on here for a few days. I may have to have a re-think soon. Watch this space.
