What is going on here?

I see a lot of ads on ebay with stupid prices for stuff like this but have never figured out what the deal is??

I have never clicked on anything to investigate further. Is it just a way of getting near the top of the list or is there something more dodgy going on?

The seller runs out of stock but instead of removing the listing and paying again to relist when stock is replenished, they put an unrealistic price on it that no one will actually buy.
