30 Working days is over a month.

17 working days is almost a month.

So either way you are correct and it is likely to be over a month if not very close to one month.
 
Ebay could do nothing really ebuyers can charge and do charge often whatever they want for postage to make up losses on the item its annoying I know but they can charge what they like and buy buyinh it you agree to it all I always ask times/ costs beforehand.
