I've racked my brain over this, I can hear the girls voice but I've no idea what she's singing!
The video is of her walking around what I believe to be a small town in the US. She's wearing one of those weird looking dresses where it's sort of billowing out then brought in at the bottom with elastic (or something!).
Some lyrics have just sprung to mind it's something like - oh why did you xxxxxxx and why did you xxxxxxxx, I'm sure it was on an advert at the time too, maybe 3-4 years ago.
Edit. I think it's something related to a shooting, the girl is white, brown/black hair and has largish lips.
