I had a similar thing once where the fix was really wierd. I had been rebooting/shutting down and starting back up but the issue remained. As part of the troubleshooting, I turned the PC actually off at the wall for a few minutes and then back on and my NIC started behaving. Worth a try.
Another network issue..1 pc at 1 gigabit, other at 100megabits..why?

Just a quick update.
I have turned off and on the pc and reinstalled windows (due to going ssd raid) and the problem is resolved
Unfortunately I don't know if it was the power or the reinstall but the odd issue is fixed!
Looks like I'm pretty much done with my network setup!

More than likely a driver issue resolved by the re install tbh but glad it's fixed.
