from what i understand the engineers will get the boot if they dont follow skys H&S rules to the letter.

Anchor eyes are quite small, they are chem anchored in to the brickwork though but probably no bigger than an M10 bolt. On the flip side you can kill yourself falling 10ft

He doesn't clip himself on. He clips the ladder on.

I worded my earlier post wrong, he did clip the bungee cord to the ladder, the hole was drilled about a foot off the ground.

Nearly had them drill in to my lovely red bricked walk until I pointed out that he could simply drill in to the mortar instead which could easily be patched up...

What?? The anchor point is about a foot off the ground. It's akin to someone holding a ladder for you at the bottom. It's not the engineers fault he has to follow health and safety rules by his employer. If he didn't do and the ladder was to fall, he would be on to peanuts.
