Another W7 Install Problem

My friend gave me his PC and asked me to install W7 on it for him. W7 seemed to install fine, it copied files, rebooted numerous times then after the final reboot where you choose computer name, time zone etc, it gets stuck in a loop. I dont even see the splash screen. I have used the repair function on the W7 CD, it finds the installation, I try to run a startup repair but it finds no errors. Here is the spec

Intel Dual Core CPU
MSI 965P Neo Mobo
1 GB RAM
200gb IDE HDD

The HDD is connected to the onboard JMicron controller as it was with his XP installation. The HDD is selected as the first HDD to boot in priority and Hard Drive is selected as 2nd in the overall boot order. I have tried it with just Hard Drive only and it is still stuck in this loop.

Any help would be aprreciated, thanks!
 
Start again? Perhaps a file was corrupted during installation.

Ive tried twice now. Each time it goes through the motions then fails at the same point. Would formatting the drive with a program off the UBCD make any difference? The install literally flies on, then it gets stuck when it needs to load for the first time.
