Maybe try a band pass filter on the raw footage and then amplify it.
If you go into the effects menu and apply a high pass filter with a frequency of about 400hz, and a roll off of 12db, and then also apply a low pass at 3000hz and 12db. This will hopefully isolate the voices a bit from the background noise. Not much you can do if the noise is the same frequencies though.
You could also try playing about with the noise reduction filter. You can select a bit of the video with just noise, open the filter menu and click get noise profile, then select all and apply the filter. Then amplify that.
