.Net has some decent articles some months, have a look, there are some decent digital art magazines too like 'Digital' and 'Advanced Photoshop' which are more aimed at just the design side of life. Have a look round a decent large shop that sells magazines.

ComputerArts is good. Doesn't touch on web design too much, mostly design within the print world. However, a lot of the stuff is directly applicable to web.
