Any ideas???

Hi. ive got a problem in games and videos. I keep geting a crackling noise and frame jumping. I tryed installing new drivers. Returned my cpu to stock speed. ext ext. I ran ibt at stock speed and my pc was unstable. I then had a look at my psu and my +12v rail was only 10.6V. So i ordered an antec 750w, Its installed and my overclock is now stable again. But im still getting the problems in games.:mad:
Does anybody have any ideas what else it could be????
Rig specs in sig. GTX470 is @ stock speed.
 
dont have a clue. maybe reinstall windows leave everthing stock. if its still happening could be a bad gpu???? only thing i can think of

is ut3 unreal? do people still play that? was playing the first one the other day. want a game
 
Other suggestions:
1) Check the event logs to see if anything else happens around the time you experience the FPS drops.
2) Did your GTX470 install any HD-audio drivers (for a HDMI connection)?
Try uninstalling those as they could be causing a conflict (crackling noise)
3) Defrag you hard-drive (if you don't do this already)
 
Still no luck. I've tried uninstalling all the nvidia hd audio driver's. I can't understand why its just started happening.
Do you guys think it would be best to do a clean install? I'm sure its a software issue. Just wish I knew what.
