any router that natively supports bandwidth throttling?

I've been looking for a router that will allow me to limit bandwidth to each user. Most routers seem to just have a simple prioritizing QOS feature.

Someone in my house recently got a device (similar to appleTV) which basically streams p2p TV and is hammering the bandwidth and exceeding the upload limits everyday. Really need to limit the upload from the device.

The new WD routers have a feature like an auto QOS, Don't ask how good they work tho

The newer Asus routers have QoS and parental control built in.
