Hello is there any software like what reviewers have to test how much power your PC uses under full load? or is it just for the GPU and CPU seperately?

You really need to measure this at the plug.
There is loss at each stage in a system, not just gpu and cpu.
The psu is a major factor in power in and power loss.

Ok, how would i go about measuring it that way? i just want to know how much my computer uses under full load.

You buy a power meter which you connect to the wall socket and then your PC is connected in to it. That will give you an accurate power draw reading.

If you want to find the power going through individual wires, your options are an ammeter (will have to cut wires / use an extension cable which you cut, meter must be in series) or a current clamp, pictured below along with some general crap on my desk.

The clamp goes around a single wire, which after a few minutes gives a fairly accurate measure of how much power your computer uses under various states (it takes time to move the clamp onto a new wire, and to write down the number).
