any way of checking if a plate is private or standard?

seen a plate in the standard format on a local car
eg. AB12 CDE

was wondering if there is a way to find out if this plate is a personal registration or not?
 
If it's a 2012 car with a 12 plate then the only way to tell is to guess.

Usually you can tell as the plate doesn't quite match the car. Whats the plate and car?
 
If the actual location of the vehicle and the area code of the plate are different, it might indicate that it's a private plate.

It's far more likely to indicate that the car is owned by somebody who lives outside the area it was first registered in. Mine was an 'RF' even though I live nowhere near Reading, for example. This is hugely common, I'd imagine for every 100 cars outside the 'area' they were registered in perhaps one will be due to a private plate.

sorry, its not a 12 plate, that was just an example of the plate layout, which is standard on cars which is why i am in two minds about if the plate is private

i would rather not go into it too much as it is a car local to me that is for sale.
the seller mentions that the plate is private but it doesnt look like it as the numbers correspond with the year of the car. which could also be a coincidence.

yeah, i dont really want to spend money on it in honesty, it was just curiosity to see of there was an easy way of finding a reg plate to be private or not.
