any way to check a Cycle frame by its numbers?

Starting to shape up again and loose some weight so im buying a bike, i dont want to drop £400 on a bike right out so im buying a little project for my self, the bike i have been offered is in no way high end or in great shape for that matter but id still like to put my money in something honest.

The bike in question is a 2008 specialized hardock sport, it's in a mess, brakes are done, rear derailleur is knackered, wheels are buckled, pads and cables need replaced as do the tires and the whole thing needs a good sorting out but as a project i think the frame is a good place to start, my friend who has the bike said he purchased it form a local paper about a year ago for £150, he has said because of the abuse he has given it and the state he has left it in mates rates says £30 makes it mine, as a frame i think its a great start but im dubious about the frames past, numbers are peasant and un tampered with but is there a national database or something to check them with or are the police the only option.

On a more serious note I would have never of even thought to of checked a bike frames history. Say it DOES come up on some registry, what then? Sounds like it's so far gone that any potential victim of crime would not want it back anyway.
 
not the case if i get stopped on the thing, i dont exactly live in a quiet suburban area so if i spend a few quid on the thing and it looks like a nice bike then i am sure to be stopped at least the one time for a quick once over and be on your way, minus the be on your way should anything be untoward!
 
The only way to differentiate it from any other bike is the frame number...the amount of people who actually give the police the frame number? Not a lot I imagine.

If you have the frame and the components are all totally different I wouldn't worry.
