Your client has given a command the POP3 server doesn't like. Firstly, are you sure it's a POP3 server - could it be IMAP? TBH, there's lots of things it could be. First, get the mail settings from your provider then delete and re-add the connection in Outlook.
If that fails, call your mail provider and they should be able to assist. They will be able to look in the maillog to find the command you are sending that is generating the syntax error.
