Anyone know much about cas?

Hey everyone, sorry to start another thread but I was just wondering if anyone has a quick explanation about this cas on ram sticks? I've been looking around for some fast sticks and these different cas specifications keep popping up.
Sorry to be a pain but I was just wondering if anyone could explain quickly

the CAS is just the timings, the tighter the timings the better, but dont sacrifice speed for timings, speed is more important i'd say

go for some nice 1600mhz ram at cas9 and youll be golden

I think intel cpu's prefer speed and amd timings from a few things I've read but never tested
