Any business running PCs with only 512Mb RAM is only using those PCs for thin client, MS office (basic use) and perhaps some web browsing. Even basic PCs in my work (and we don't have a lot to spend on them) are all over 1Gb, most on 2GB. Every new PC has 2Gb absolute minimum spec to go on the network.
We're jumping Vista and going straight to Windows 7 once we've tested it on our AD and with some of our older apps.
I never fully finished what I had to say, I would be on forever. Hardware IS part of the issue, windows 7 still runs crap on 512 ram and businesses I know still only have 512
