No its the left side encountering more rolling resistance travelling through the water. Therefore the car tyre 'drags' or 'pulls' left. Its not aquaplaning. That occurs when the tyre cannot displace the water fast enough rises up and 'floats' on the top of the water with vastly reduced traction

Aquaplaning can still cause the car to pull to one side though! You can usualy tell if you are actualy aquaplaning by the increase in engine revs as one or both tyres lose traction.
