They don't throttle as such, they just slow down the speed a bit if the centrals get to close to there maximum. This slowdown affect everyone equally, but as soon as the usage slows the speeds will increase.
The minimum speed you should see is 2MB, which is about what I see around the 10pm switch to off-peak time.
