Are computers with 4th Gen Core I5’s still ok for today?

Just looking to gauge opinions really.

looking at buying a bunch of refurbished PC’s and see a lot of PC’s with Core i5 4590’s and similar cpus.

the computers will be used for editing photoshop files up to a couple of GB in size and was just wondering if these CPUs with maybe 16GB ram and a decent SSD would be capable of the job.

could perhaps go for a couple of newer PC’s for the really beefy stuff but as we need to buy 7 additional PC’s, trying to keep it to a sensible spend.
 
They'd be OK. Might get more value in the same generation i7's, they'd cost a bit more again but certainly perform better. having twice the amount of threads. I recently sold on a Dell Optiplex 9020 i7 4790 with 16GB RAM and an SSD and it was brilliant. I did some photoshop work where it didn't break a sweat and even used it to render a few videos with Vegas.
 
For photoshop, Adobe have been very slow to make use of high core count multi threaded cpus. So would likely run it almost as well as the newest stuff anyway
