Are there different quality cat5 cables ?

well set about having a go disconnecting things and it would appear that my phone is causing some of the trouble.

unplugged everything from the filter downstairs, then even unplugged the filter itself and it made no difference at all.

left downstairs disconnected and unplugged my phone from the socket and got 1.7, plugged the phone back in , back to 1.5.

plugged the filter and phone back in downsatirs, without my phone in 1.7 and with the phone in 1.5, tried using the filter downstairs upstairs with my phone and it makes no difference.

unplugging the phone has made no differnence to line attenuation or noise margin, phone itself works phone and no noticeable difference with the downstairs one.

Seems strange to have such a high noise margin if you're not connecting at full speed.

think thats just the nature of the line, always been around the same far as i can remember.
 
The 100kbps is likely coming from the 1dB change in SNR margin. As previously suggested, try the master socket with no extensions, and it might be worth phoning O2 to ask if they'll get BT Wholesale to reset the target SNR margin (but don't be surprised if they don't know what that is :p).
 
okay, all extensions unplugged, router plugged into the main socket, speed is up to 1.8 stats are:

line att down=63 up=31.5
noise margin down=13.2db up 12db


EDIT:

plugged upstairs extension in without any issues, then plugged downstairs extension in and line speed dropped to 1.7 and noise margin downstream went up to 15.1db up 14.0db and line attenuation downstream went to 63.5db.

So nothing's really changed, even with the extensions connected. The difference in speed can easily be associated with the increased SNR margin and the difference in attenuation is about negligable.
Do you know if your SNR margin always hung around 12dB (i.e. if it's a new thing)?
