I'm pretty sure that the producers have said that the appearance was nothing more than a little fan moment, there are no plans at this time to introduce the character. A shame, as Harley is a criminally underused character.

...The second major rule is that in "Arrow," nobody has superpowers. In his time away, Oliver has honed his skills to the point where he may seem superhuman, but he's really just an extraordinary human. Clark Kent won't be flying in with a cape and when and if the Black Canary turns up, she might have a very commanding tone -- but she won't have a siren scream.
Kreisberg says that the lack of superpowers doesn't limit the characters they can bring in from the DC universe, but it does give them license to change those characters. "What it does is it creates an opportunity for us to reinvent some characters and present them in a non-powers, grounded way," he explains.

That scene never happened in the 'Suicide Squad' episode, so here's hoping she appears later on for the finale

As somebody wanted her dead since her stupidity caused Tommy's death I have to say Laurel was surprisingly tolerable this ep, I guess she would be a worthwhile character if she wasn't normally written as the dumbest character in all of fiction.
She couldn't recognise her own Sister when she was staring right at her from a few inches away though.
Well this'll be confirmed one way or the other next week, but I took her pleading with Sara to not kill Huntress because "that's not who you are" as that she did figure it out, because no-one would be stupid enough to not recognise their sister when she's sat a foot away wearing a mask.
Calling it now, both Sarah and Laurel are killed by Slade.
Cue Season 3:
"My name is Quentin Lance. My daughters were killed by a psychopath called Deathstroke... to keep their memory alive I had to become something else... someone else... I, am Black Canary..."
Cut to close up of Quentin's ass wearing tight leather trousers strutting away from the screen, he turns showing off his hairy chest and blonde wig and pouts. Fade to black.

To be honest, I thought they'd told Laurel straight off about Sarah, didn't even cross my mind that Laurel didn't know that Sarah was Black Canary.
I still think it's unrealistic that Vance doesn't know Oliver = Arrow.

Good episode especially after last weeks let down (for me anyway).
Only 7 or so left and its going to start hotting up. I have noticed the Black Canary fills out her suit rather nicely.
Noticed this so many times. How laurel hasn't noticed the scar on Canary's lip and made the reference... I think its down to the whole DC thing though. So i just forget about it.
When are they going to tell Thea? I did think that Oliver telling Roy to finish Thea didn't really make sense as Thea is the only person that stops Roy from 'Raging'.
Also Deathstroke is my favourite villian when all dressed up. Looks so badass. Can not wait till its a full on fighting episode. Probably in the finale? Still waiting for Flash to show up too.
