Artex ceilings and the possibility of asbestos

HSE were brought in to originally to enforce the health and safety at WORK act 1974 this is why I can not see them prosecuting a diyer. I have never heard of or can find through google that a diyer has ever been prosecuted. just because I cant find it or never come across a diyer getting prosecuted doesn't mean it hasn't happened, would be interesting to hear if any one else has experience of a diyer being prosecuted by the HSE?
 
My simple (non-techy) way of looking at this is:
* house insurance states work must be certified.
* Certification = common recognition for ability todo the work
* If big bang = no house, no neighbours houses and/or dead neighbours then both points would really suggest the use of a certified professional.. or people come after you...
 
Regardless of whether it's illegal and I still claim it's not, it's their law, I don't give a damn about their silly little high vis adenoidal health and safety ***** rubbish. They'd tell us all to wear a high vis and hard hat to Tesco if they could.

If they wish to come knocking at my door (unlikely) they shall incurr my displeasure.

And cheers Brad I do keep up with the regs, always best to do, safety is my paramount concern. Never mess with gas or electric if you aren't 100% is what I was always taught when I was learning and it's bang on, I expect there is a lot of people out there who don't have a clue what they're doing and end up putting themselves and people around them in danger.

If I'm ever stumped fault finding I can just call in Mr. Electrician with his bandy arms :D
