artic cooler problem

i just installed my new artic cooler and a athlon 64 x2 5000 chip and im getting readings of around 60c at start up from both bios, everest and speedfan after 10 minutes of bf2 its around 70-80c.

using the standard cooler it was about 40-50c, i found the artic cooler is only running at 845-900rpm, is normal?

edit: havent yet overclocked any part of this machine

No definitive answer I'm afraid but a couple of thoughts. It does seem strange that the temps are that high at startup. Check your bios settings, make sure the CPU voltage isn't too high.
The fan speed does seem a bit low for the temps you're getting but the cooler without the fan running at all would provide some cooling. Make sure the cooler is seated properly on the CPU and tightened down properly. I trust you have properly applied thermal paste to the heat spreader of the CPU?

If you have the Artic Cooler Freezer 7 Pro, make sure that the feet are pushed into the motherboard correctly - I've got an AC 7 Pro, and was a bit confused by the instructions (more because I couldn't really see how the mechanism worked). It took a bit of pressure for me to get the cooler on, just be careful not to damage your motherboard.
 
When you installed did you clean the old heatsink compound off the cpu.
Check the cooler is connected properly, I did my uncles a while back, whilst in the BIOS the cpu temp was about 50c weres before it was around 40c.

my cpu is at 1.30v

i used AS5 between the chip and sink, just a dab like shown in the manual
im using an artic freezer 64 pro, i cleaned the standard pad off before use and the old compound from the cpu

i had bent a few of the pins a week ago but straightened them back out, could that explain the problem, each core is running at 48c
