Asus Maximus 7 Hero, boot problem and core contantly turboing

Hey for a first post I hope this is the right place to post,

Been having problems since I first bought this thing and now I'm on the replacement its doing exactly the same thing.

Specs,
Asus Maximus Hero 7 Bios version 1002
16gb of 1600mhz ram corsair
4790k intel cpu
Sapphire Vapor-x 7770

The board cuts out when I first press the on button and then it turns on after a few seconds I narrowed it down to something in the bios doing it but I don't know what as when I pressed the "optimized Defaults" it starting cutting out just the once instead of twice in a row.

The cutting out happens on different PSU's I have tired bare booting so one ram stick the core and a keyboard, but the cutting out still happens.

Also the board wont stop turboing to 4.4ghz when idle or anything the multiplier is stuck at x44 and wont go down or change at all.

Please note that the turboing happened with the 4770k as well on this motherboard.

updated bios?

Checked everything is plugged in correctly?

Checked CPU cooler is fitted properly?

Make sure your motherboard is fitting to the backtray properly as well.

Just go through all the basics, if thats not working start narrowing down individual parts.

Try boot out side your PC case with bare essentials. cpu and 1 stick of ram. If it works, keep adding parts till it doesn't work! If it still doesnt work properly with just 1 stick of ram and the CPU (built outside of the case) then you know its a mobo or cpu issue.
