On. With it on you effectively double your threads.
Edit: Example, with a supporting chip, say an i7 - with it off you would have 4 cores so 4 threads, with it on you would have 4 cores, 8 threads. Meaning your system can multi-task faster.
Depends on what you use your pc for. Test.... If you are multi threading with software that supports HT then better on. Otherwise off less heat higher oc.
With it off you will get a very tiny boost to applications that are very sensitive to IPC type stuff but with it on get overall better system performance. (Then there is the stuff 8 Pack talks about with potentially higher overclocking).
