I wouldn't buy SSDs or memory cards from that place, but you should be able to get a refund easy enough.

have you removed everything that you don't need,m.2s and/or any stray usb sticks in the usb slots? etc just to isolate the drive?

Do you have CSM enabled in the bios? Not having it enabled has been known to cause exactly the problem you are having.
Wouldn't a new drive be unformatted? I thought that was mainly when they were formatted (MBR/GPT issue).

The drive should still be visible in the BIOS. I think the drive is dead on arrival.
