ATI 1950 memory problem

I just brought myself a new ATI HIS 1950 Pro AGP Card. I previously had a BFG 6800 Ultra 256 that worked fine, running at default settings/memory speed of 1200mhz.

I brought the new ATI card (see link)

The new card's default memory speed should be at 1.48ghz BUT is running at 743mhz. I always run things on default settings.

Does this qualify for RMA ?

The memory on the card is DDR

DDR = Double data rate ( i think o.O)

so double the 743 and what do you get? =]
 
OK, thankyou.

I noticed that sometimes, I get a jurky movement in game like lag effect (slow movement) after a while than goes back to normal.

Do you think it can be the power supply?
