Just wondering & I may be wrong here, am I right in thinking ATi release their driver packs so that you can install new drivers straight over the top of old drivers? As in, no fuss of uninstalling old drivers, del files out registry etc just bosh install new drivers over the top & you're done?

You should be able to install over the top. However, it does give some people issues, I usually unistall the old driver, reboot, install new driver, reboot, job done :)

For years I always used to install over the top since they were designed for that, though for the last few drivers I found I had difficulty getting them to install. That was the only time I used something like driver cleaner / sweeper or whatever it was called. If you do get any issues that you can't resolve then consider doing a complete uninstall either manually or by a program such as above (revo uninstaller is another iirc). You may find that Windows finds the driver for you, I found that a godsend on more than one occasion. Be careful though, sometimes tinkering too much can cause further problems.

I've been installing over the top with no problems at all. I don't usually like using driver cleaner software, granted they sometimes work, but last time I tried to clean out some drivers it went a bit wrong...

Driver cleaner software is the last resort.

1900xt Crossfire.
3870 Quadfire
5970 Quadfire.

Not your average set-ups and never had to use Driver cleaner software ever, but people with much simpler GPU setups use Driver cleaner software every time they install drivers, i just don't get it.

Because i was curious i used cleaner software twice to see if they could cause issues just to be sure the first was not a fluke and both times they messed up the system with some driver revisions installing and others not, so it then turns in to a catch 22.

Just use the Official uninstall reboot then install the new.
