ATI Radeon Graphics Problem

Now I'm not absolutely certain if it's a graphics problem, but something has been going on with my PC lately. When playing any source games (e.g Team Fortress 2, Garrys Mod, Half Life 2 ect) the textures are all extremely low res, despite having the High Textures selected in the graphical options. It also does this with games such as Call of Duty: World at War, Zombie Driver, and just a whole load of games.

On all of the games, I have tried fiddling with graphics settings and made sure my resolution is 1920 x 1080 (default res).

The other problem I'm having with certain games is even more annoying, but I'll just link you to some videos I recorded with Fraps:

Not sure if they're related, but if anybody has any idea what the problem may be, whether it's fixable or not, that would be a great help.

I have 2 ATI Radeon HD 4650 1GB graphics cards.

The two videos look like artifacts from borked memory on the card. Not sure about the low resolution textures in source engine though.
 
try using just one of the card to rule out crossfire issues. It could also be that one of the cards is faulty.

If it is faulty memory it may prevent high res textures from loading because the game code might see less memory.
