By "enhancer" what are you trying to do?
Things like DFX. Just realised i Audacity is something entirely different.
Kinda aimed more towards audio editing and manipulation, but still a good program for what it does, and more to the point, free 
You can use virtually any studio application for effects, but its a hassle having to load it up just to apply to a single track.
Have you looked at Foobar or Winamp with various plugins?

You can get a DFX plugin for winamp, I used to use version 5 (??) years ago with an older Creative card and it helped. I haven't tried using it since I bougth an X-Fi though...
