Officially it is, but Charlie Whiting has already said that the stewards will take a very lenient stance this weekend due to how little running the teams have had.

He hinted that the rule was slightly out of date, I think it was mainly aimed at the HRT's.

Not sure if this has been mentioned already, but it's reported that Vettel and possibly others with Renault engines had problems with the fuel quality sensor leading to the software limiting power.

Vettel had the same in FP3 I believe, I think other Renault powered teams also showed that.
But iirc they said it was being read incorrectly, fingers crossed for Ricciardo.
