Yes/no, if it rains then they both stop again and it's all level and Hamilton is behind. However I'd put money on Ham passing him on much fresher tires within a couple laps anyway.

Doesn't really matter, if Rosberg can one stop, Hamilton will still have far far fresher tires throughout and will frankly easily pass him at some point if not very early.
