Auto shutdown Software

Unless you disconnect the powerswitch on her PC there's nothing to stop her switching the PC back on again.

You can use task sheduler the the windows shutdown command, then use 'Windows Steady State' to keep her out of task sheduler.

Another option is if your router isn't in her room bung it on a time switch.
 
If she's using it for internet, then some routers support a "Access between set time" thing so disallow access to the internet after a certain time and then use the above method to shut her computer down.
 
Not sure if you can do this on workstations but in a domain enviroment you can specify a logon/logoff time frame.
 
When I was growing up, my dad had fitted a switch in the opposite room which cuts off all the electricity to my room. Too high for me to just sneek in and turn it on ;)
