Avoiding country specific website redirection?

I am trying to help out a neighbour. Whenever he tries to connect to a particular US (.com) website, the UK (.co.uk) is accessed instead. Working from his house I can access the US website without doing anything special (e.g. I am not using VPN); he can't, using MSIE, Chrome or Firefox - he always gets redirected to the UK site.

I have tried "ipconfig /flushdns" but that hasn't helped.

N.B. this doesn't involve either porn or NetFlix, he just wants to buy clothes cheaper from the US ;)
 
Ordering clothing from the US doesn't always end up cheaper - I was buying some t-shirts (unfortunately ones that aren't sold in the UK) and by the time I'd paid all the fees it came to almost as much again :S
 
Could his ISP DNS be the cause? Could try switching to Open DNS or Google in router UI instead of automatically obtaining DNS from ISP, if exhausted other advice.
