Background Intelligent Transfer Service (BITS) not running

Hi

I'm trying to update my moms old laptop but Windows update is not letting me do it.

The laptop is a Celeron 1200MHz 293MB running windows 2000
I get error code 0x80246008 when I try to install updates.

I have tried the microsoft support solutions for this problem, going to services and starting BITS and starting Event Log. BITS won't start I get Error 1068 The dependency service or group failed to start.
I have tried a solution involving registering the dll 's qmgr.dll and qmgrprxy.dll which both register successfully but BITS still won't start.

I have looked at a thread on the Microsoft support forum for this issue but everyone seems to be dealing with XP and the solution involves C/docs+settings/allusers/applicationdata but I have no application data folder in all users.

What should be my next step contact Microsoft directly, I've not had to solve a problem in such depth before?

Any advice would be greatfully recieved.
